SECTION: PUBLIC HEALTH AND EMERGENCY SERVICES
WASTE MANAGEMENT
The core function is to:
- Ensuring that waste generated is collected, removed and disposed of.
- Place of communal skips at various strategic points in various peri-urban and emptying thereof
- Litter Picking
- Run recycling projects for environmental awareness
EMERGENCY SERVICES
This is Fire and Disaster Management (Rescue) and is responsible for:
- Responding to Fire Calls
- Responding to Accidents
- Responding to Chemical Spillages
- Compiling uMhlathuze Disaster Management Plan
- Conducting Awareness Campaigns at schools and community level
- Evaluate emergency exercises at various industries, hospitals, schools and municipal depots
AIR QUALITY MANAGEMENT
This subsection is mainly guided by section 24 of Chapter 2 of The Constitution of the Republic of South Africa of 1996 and the National Environmental Management Air Quality Act of 2004.
This section is responsible for:
- General Air Quality Management, i.e. Air Quality Monitoring Stations
- Establishment of an Industrial Data base
- Issue of Scheduled Trade Permits
- Pest Control
- Assistance with Indigent Burials
- Ritual Slaughters
- issue of notices for the cleaning/clearing of privately owned overgrown properties
- Running of community awareness campaigns
OCCUPATIONAL HEALTH SERVICES
The City of uMhlathuze runs two Occupational Health Clinics. Responsibilities served are:
- Conducting medical surveillance to all employees (pre-employment, annual and exit medical screenings.
- Perform immunisation and job specification
- Primary health care (minor ailments and chronic disease management)
- Inspect, monitor and refill first aid boxes
- Liaise with peer educators to bring health issues to the employees.
SECTION: ENVIRONMENTAL AND RECREATIONAL SERVICES
ENVIRONMENTAL SERVICES
The section is responsible for:
- Development and maintenance of parks, road verges, traffic islands, recreational areas and other public open spaces. ( grass cutting, tree planting etc)
- Performing conservation services through invader plant control.
- Presentation of Environmental education programmes at schools.
- Rehabilitation of degraded areas.
- Provision and Maintenance of Cemetery Space which includes grave digging, exhumations etc.
- Perform burial related administration (reservation of graves, erection of tombstones, record keeping etc.)
SPORT AND RECREATION
This section is responsible for:
- Provision and maintenance of sport facilities and amenities, i.e. sports fields, pools, beaches
- Planning and presentation of sport specific activities and clinics
- Running competitions and tournaments.
- Facilitate and present sport leadership and empowerment courses.
- Presentation and development of recreational programmes.
ARTS AND CULTURE
This section is responsible for:
- Provision and Maintenance of Community Halls and Thusong Centres in the City of uMhlathuze
- Provision and Maintenance of public libraries
- Provision and Maintenance of a Museum in Empangeni.
SECTION: PUBLIC SAFETY AND SECURITY
TRAFFIC
This section is responsible for:
- General Law enforcement
- Attending to incidents and accidents
- Monitor School Points and conduct “Child in Traffic” programmes.
- Regulate traffic flow,
- Escort abnormal loads
- Offer VIP Protection, escorts and assist in events security
LICENSING
This section harbours x2 Motor Licensing Bureau and a Driver’s License Testing Centre units
These units are responsible for:
- Testing for and issuing of Learners Licenses.
- Driver’s License Renewals on behalf of the Department of Transport.
- Vehicle Registrations and Licencing on behalf of the Department of Transport.
- Receipt and Processing of payments in respect of Fines resulting from Traffic Infringements and All other traffic related matters.
SECURITY
The Security sub-section’s mandate is to protect Council’s assets and property including Security at Cash Offices, Electrical Substations, Council Major Buildings and Sites, Municipal Halls, Parks and Sports Facilities, Security at Water Treatment works, Sewage pump stations and related amenities.
