The Department of Community Services carries the majority of essential service. In this context, the Department has to soldier on during the testing time of Covid and its lockdown periods. This report provides an opportunity to formally thank the teams in waste management, fire and rescue services, disaster management, security and traffic services. Condolences are again passed onto colleagues, friends and families of team members who passed on during 2020/21, some on account of Covid.
On the performance front, the Department did fairly well. An adjusted approach had to be adopted, wherein all tasks or activities involving personal contact or large numbers of people had to be temporarily set aside. Specific areas set aside on account of Covid are discussed in the relevant Sections. For Sections with non-essential services, based on the Municipality’s ‘return to work programme’, employees were returned gradually to work, taking into consideration health and safety requirements.
The Department Community Services is one of the largest departments in the City and is divided into 3 Functional Sections which host service areas significant to day to day community living:
- Public Health and Emergency Services
- Environmental and Recreational Services
- Public Safety
