The department is responsible for the following services

OVERVIEW OF WATER AND SANITATION SERVICES
The City of uMhlathuze in its capacity as the Water Services Authority and juristic entity is compelled by the Water Services act 107 of 1997 and National Water act 36 of 1998 to ensure that the quality of the city’s water resources, portable water and wastewater systems are continually monitored in an endeavour to maintain quality and evaluate against set standards/specifications/guidelines.
- City of uMhlathuze has three water treatment plants, Esikhaleni(Cubhu), Ngwelezane (Mhlathuze River) and Mzingazi.
- Empangeni area is fed from Umgeni-Uthukela Water Board through Pearce Crescent. It is the duty of water and sanitation department to provide safe drinking water to the community, businesses and industries as water service provider and provide suitable service delivery to all stakeholders

- Operations Management
- Maintenance Management
- Scientific Services (consist of subsections such has the Laboratory Services and Water Quality Management Services)
OVERVIEW OF ENGINEERING SUPPORT SERVICES
This section is primarily responsible for the planning of Capital projects for the entire Municipality, upgrade and execution or implementation of service delivery projects. It consists of the divisions below:
- Project Management Unit
- Infrastructure Asset Management
- Buildings and Structures
OVERVIEW OF TRANSPORT, ROADS, STORM WATER AND COASTAL MANAGEMENT SERVICES
The City of uMhlathuze is mandated with a responsibility of a road network that is approximately 1347 kilometres which falls within the demarcation which constitutes of 34 wards. Urban surface roads takes 604 km of the road network while Rural gravel roads take up a network of approximately 743km.
The Transport, Roads, Storm water and Coastal Management Section is responsible for planning and providing for new road network infrastructure and storm-water drainage system. Maintain the existing infrastructure of the City to facilitate economic growth and social development, promote traffic safety, improve traffic flow, and alleviate traffic congestion and Coastal Management.

- Storm Water and Coastal Management
OVERVIEW OF CUSTOMER SUPPORT SERVICES
- The Customer Services Division is responsible for preparing and managing the sector customer plan, provide input into the IDP, provide guidance regarding all key customer services, design tariffs, design marketing strategies for tariffs, liaise with potential industrial customers, liaise with existing key customers, compile customer contracts, manage all aspects of quality of service, manage all retail activities, manage all revenue protection systems and processes, provide input into business processes and systems.
- Communication: consumer education and communication (storm water awareness, health and hygiene promotion, water conservation and demand management, information sharing, communication, and consumer charters).
