CITY OF UMHLATHUZE SEEKS PUBLIC COMMENT ON PUBLIC LIQUOR DRINKING BYLAWS

The City of uMhlathuze is in the process of strengthening enforcement against the public drinking scourge that has ravaged the image of towns, shopping centres and townships also damaging its beautiful environment through a set of Bylaws to be promulgated upon following all due processes and procedures.

A set of Bylaws that will see the City of uMhlathuze empowered to take drastic actions against transgressors is now at a stage of public comments whereby members of the community are requested to make their inputs before it is gazetted.

The objectives of these Bylaws are to provide measures to regulate and control conduct or behaviour which causes or is likely to cause discomfort, annoyance or inconvenience to the public or users of any public place, so as ensure that any such discomfort, annoyance or inconvenience is avoided, and where total avoidance is impossible or impractical, that it is minimised and managed; and to impose Penalties for breach of its provisions.

The Bylaws are referred to as The City of uMhlathuze Roads and Traffic Safety By-laws and are inclusive of the following:

  • Races and Sports on Public Roads

  • Roller-skating and skating on skateboards

  • Pedestrians and Driving in Public

  • Pedestrians

  • Drinking Liquor in Public

  • Road Safety and Response to Road Incidents

  • Conveyance of Scholars

  • Enforcement

  • Vegetation

  • Obstructing, blocking or disturbing of traffic and pedestrians

  • Conduct regarding motor-vehicles

  • Excavation in public places

  • Municipal property

  • Goods and services offered for sale

  • Designated areas

  • Restricted access

Members of the community, Non-Governmental Organisations and any formations within the community are invited to make comments on these Bylaws through various means of technological communication taking into account the advent of the Covid-19 pandemic, which at this stage restricts public gatherings.
